Jharkhand Govt.Pension Rules!

Sub- The contributory pension scheme for Jharkhand State Government employees.


As per recommendation made by the Fitment Committee, the State Government employees are entitled to get pay and other facilities alike Central Government employees.
Government of India has introduced a new contributory pension scheme in place of the exiting one vide Government of India (Ministry of Finance Department of Economics Affairs) Notification No. 5/7/03 E.C.B. dated 22 December 2003. Accordingly the Government of Jharkhand has also decided to introduce this New Pension Scheme with effect from 1 December 2004.

1. The Scheme will be known as Jharkhand Sarkar Sarkari Karmachari Anshadayani Pension Yojna, 2004.
2. It will be mandatory for all the employees, who join service on or after 01-12-2004. This scheme shall have no effect on those who have been appointed on contract basis, employees of the State Government undertakings, those who are on deputation in Govt. from Autonomous organisations, daily wage labours, those employed on adhoc basis and also those persons who are reemployed in Govt. after completion of the tenure as Govt. servant earlier.
3. After joining on or after 1-12-2004 each employee will have to pay a monthly contribution of 10% of basic pay & D.A., from his salary and the matching contribution will be paid by the State Government.
4. Such deductions will start from the salary of the next month from the date of joining of the employees. For example, employees who join in service in the month of January, deductions from his Pay & D.A. will start from the salary bill of the coming February. Similarly deduction from those joining service in the month of February, will start from the salary bill of the coming March and so on.
5. The existing system of the Pension and General Provident Fund will cease to exist for those Government servants who join in service on or after 1-12-2004
6. The Head of the Office and the Drawing & Disbursing Officer concerned will be responsible for recording the name, designation, scale of pay, pay, name of the nominee and relationship with such nominee of such Government servant in a register to be kept in concerned Office as a record
7. The G.P.F office shall allot a permanent Account Number for each member of this New Pension Scheme
8. The Drawing & Disbursing Officer will send Pay Bill of the employee after attaching the details of such deductions in four copies to the Treasury. The Treasury will send one copy of this Statement to G.P.F. office for maintaining accounts.
9. After the retirement of the employee, 40% of the amount so accumulated in his account will be invested in purchasing of Shares/LIC Investments by the State Government. The rest 60% of the amount so accumulated will be paid to the employee at a time.
10. On the issue of maintenance of the pension fund account, further guide lines shall be issued on various aspect e.g - opening of Budget head, admissible interest deposited amount etc. after receipt of detailed guidelines from Central Government.
11. At the end of each financial year the G.P.F office will prepare Annual Account Statements for each employee showing the opening balance, details of the monthly deductions, Governments matching contribution and interest earned (if any) there on and will be sent to each employee.
12. In case of any dispute or doubt in this respect the matter will be referred to the Finance Department, whose decision shall be final & binding.
