3rd National Convention of Railway Pensioners Associations a grand success with largest ever gathering
BHARAT PENSIONERS SAMAJ AT NEW HEIGHTS
On 29.3.2012, with the sunrise in the ‘East’, a new rhythm rose from New Jalpaiguri. Mount Kanchanjunga, with the fragrance of its flowers, echoed with “Vande Matram”. Eleven Hundred delegates representing Rly. Pensioners Associations from across the country plus 450 members of NFRPA(North East Railway Pensioners Association Guwahati), got up with a new spirit and inspiration, imbibed by Bharat Pensioners Samaj, to struggle afresh for their Rights & Welfare.
Another voice then thrilled across NF Railway Community Hall New Jalpaiguri & thrice filled the atmosphere with high pitched sounds and the sky–rocketing slogans of “Pensioners’ Unity ZINDABAD – ZINDABAD”, “BPS ZINDABAD – ZINDABAD”, “NFRPA ZINDABAD – ZINDABAD”.
And then, all the heads bowed in prayer seeking peace to the departed Souls.
Thus began the first session of 3rd National Convention of Railway Pensioners Associations with the largest ever gathering of the representatives of Rly Pensioners Associations in India which was followed by 2days Annual General meeting of North East Railway Pensioners Associations.
After the felicitations of dignitaries, the Welcome Address was presented by A.M. Roy, President Reception Committee. Speaking on the occasion, Dr. K.R. Gangadharan, Vice President South Asia, IFA Toronto – Canada, who was the ‘Chief Guest’, explained the role of IFA in securing human rights of the elderly.
S. C. Maheshwari, Secretary (Railway) BPS presented the Discussion Paper for the day. R.N. Mital, President, ‘AISCCON’ (All India Senior Citizens Confederation) and K. Srinivasan Zonal Secretary ‘National Federation of Railway Pensioners, Palghat’ rose to express solidarity of their organizations in the cause of safeguarding the welfare and rights of Retired Persons.
Pre lunch session ended with a mass rally of retirees.
In the second session after Lunch : Speaker after speaker endorsed and discussed the issues raised in the Discussion Paper which, when summed up by Shyam Sunder, Secy. Genl, BPS, after day long deliberations, took the shape of 40 resolutions which were adopted unanimously by the House for onward transmission to Govt. of India.
The evening was made memorable with unique cultural programme presented in the honour of retired persons by the daughters, daughters’ in-law & grand children of retirees of West Bengal & Assam.

Young India will grow old in next five years

INDIA may lose the advantage of being a young nation in the next five years as the number of people over 60 years exceeds children below five years.
The warning has been given on the occasion of the World Health Day on Saturday, by the World Health Organisation ( WHO). The health organisation said ageing population necessitates that the country embark on a path to universalise healthcare.
“ We expect that in the next five years, ageing population over 60 years will outnumber children under five. This is because fertility in India is declining and the number of people over 60 years is increasing,” Dr Nata Menabde, WHO representative to India, said.
Dividends gained by being a young nation would be adjusted against these trends.
This makes it essential that the country increases routine immunisation to save children who die because of childhood infections which can be prevented. It is estimated that the population aged 60 years and above will grow from 77 million, 7.4 per cent of the total population in 2001, to 300 million, 17 per cent of the total population by 2050.
“ To enable the elderly to live full, enriching and productive lives, they need to remain connected to the world, staying among and in harmony with their beloved ones and others of all ages in their communities,” she said.
The transition to nuclear families is expected to lead to a crisis situation for the ageing population in India. The question people will then face is who should take care of the aged. The expected 300 million aged should not be seen as a burden on productive population. Rather, growing old should be seen as an opportunity to bring benefit to the lives of millions of children, young and adults, through their experience, knowledge and wisdom.
The WHO said that as of now, the government is not geared to meet the needs of the ageing population. It has failed even to provide universal healthcare.
“ We cannot talk of availability of services for everybody’s needs, more so for elderly,” Menabde said. What is more challenging is that fact that 75 per cent of the aged would be in rural areas in India. Thus, healthcare and job opportunities must be created in rural areas. For healthcare, the government must come out with a tax revenue- based universal healthcare system since private insurance is beyond the reach of many.
The ageing population must enjoy the right to shelter, nutrition and healthcare.
Ageing women are more vulnerable than men. Since women outlive men generally, women become more vulnerable and dependent after their husbands’ deaths, the UN panel said.

BHARAT PENSIONERS SAMAJ AT NEW HEIGHTS
On 29.3. 2012 With the sunrise in the ‘East’, a rhythm rose from New Jalpaiguri . Kanchanjunga with the fragrance of its flowers echoed “Vande Matram”. 1100 delegates representing Rly Pensioners Associations from across the country plus 450 members of NFPRA Guwhati, rose with new spirit & inspiration imbibed by Bharat Pensioners Samaj to struggle for their Rights & Welfare.
Another Voice shrilled across NF Railway Community Hall New Jalpaiguri & thrice filled the atmosphere with high pitched sounds of Pensioners unity JINDA BAD- JINDA BAD- JINDA BAD BPS JINDABAD - JINDABAD - JINDABAD . NFRPA JINDA BAD- JINDA BAD- JINDA BAD.
And then, the ‘Heads’ bowed in prayer seeking peace to the departed Souls.
Thus began the 3rd National Convention of Railway Pensioners Associations with largest ever gathering of the representatives Rly Pensioners Associations.
After facilitation of guests and welcome address by A.M. Roy, President reception committee. Dr. K.R. Gangadharan Vice president South Assia IFA & the ‘Chief Guest’ Speaking on the occasion explained the role of IFA in securing human rights of elderly.
S. C. Maheshwari; Secretary (Railway) BPS presented discussion paper for the day. R.N. Mital president ‘AISCCON’ (All India Senior Citizens Confederation) and K. Srinivasan Zonal Secretary ‘National Federation of Railway Pensioner Palghat’ rose to express solidarity of their organizations in safe guarding welfare & rights of Retired Persons.
Speaker after speaker endorsed the issues raised in the discussion paper, which after day long deliberation when summed up by Shyam Sunder Secy. Genl. BPS, took the shape of 40 resolutions which were adopted unanimously by the house for onward transmission to Govt. of India.
After taking decision to hold, 4rth National Convention of Rly. Pensioners Associations at Nagpur in 2013and vote of thanks. Convention ended with the Singing of National Anthem.

Budget 20012-13 Sr.Citizens stand cheated?
For & up to F.Y.2004-2005 Sr. Citizens were getting, concession in income tax payable (under section 80CC) to the tune of Rs 20000/-as compared to other citizens with similar taxable income. In 2005-2006 this was changed, basic exception for other citizens was raised to Rs 100000/- & that for Sr Citizens it was made 185000/- This resulted in actual Tax relief of Rs12000/- instead of Rs 20000/-.Thereafter it has been progressively reduced & today it stands at just Rs5000/-
Right from its inception,the basic I. tax exemption is related to cost of living.Where as in comparison to the year 2004-05 cost of food items have gone up by more than 5 times & that of health care has gone up more than 7 times. I.Tax exemption in terms of Tax payable for Sr. Citizens have gone down from 20000/- to Rs 5000/-
